A Meeting in Riyadh to Internationalize Maritime Security and Strip Yemen of Sovereignty Over Its Territorial Waters

The Saudi capital, Riyadh, hosted the first meeting of what has been called the Yemeni Maritime Security Partnership, with broad participation from the European Union, Germany, Japan, the UK, and the US.

According to observers, this meeting reflects Riyadh’s reliance on international support to manage the Yemeni maritime file, as well as the weakness of the capabilities of the Yemeni government loyal to Riyadh. It indicates that “Yemeni coastal security” can only be advanced through extensive external intervention.

They considered that the participation of major countries in setting work priorities and defining support pathways represents evidence of the internationalization of Yemeni maritime security, reflecting the Yemeni government’s loss of sovereignty over security decisions and the transformation of the file into an arena of international influence.

Observers also confirmed that the focus on rebuilding the coast guard came within a tense regional context, as the meeting is seen as an attempt to contain the impact of the attacks by Sana’a forces in the Red Sea, which have imposed themselves on the scene and demonstrated the superiority of asymmetrical strategies over traditional fleets.

They believe the meeting carried a political character more than a technical one, as it was considered a step to enhance the influence of the participating countries within the Red Sea and the Gulf of Aden more than being actual support for Yemen, which places maritime security within the framework of international competition over strategic corridors.
