A Gulf Attempt to Shuffle International Cards in Yemen

A few hours before the start of the Security Council session on Yemen, Saudi Arabia leaked details about its intention to host a Yemeni-Yemeni dialogue under Gulf auspices, what are the dimensions of the Saudi step? Is it a desire for a solution or a new maneuver?

During the coming hours, the Security Council will hold two sessions, one closed and the other open. During which the council is expected to review the briefing of the international envoy to Yemen, Hans Grodenberg, in light of two weeks of consultations held in the Jordanian capital, Amman, it included the parties of the so-called “legitimacy” and outside, those consultations are the inauguration of the political process course, that the international envoy promised to launch from four axis and may be a prelude to presenting a broad vision for a comprehensive solution.

These moves are expected to receive international support, pushing the GCC countries, which are trying to obstruct the path of the European-backed international envoy, to invoke the Saudi initiative, and hang on to the three references, the track of the international envoy worried Gulf Arabs sleeping who are eager to chart the future of Yemen according to a regional agenda, that led them suddenly prompted to talk about arrangements in Riyadh for launching  Yemeni negotiations in which Ansarrallah,”Houthis”, would participate.

The leaks published by Reuters were not limited to a talk about an invitation, indeed, Okaz newspaper and Saudi experts have reached the point of Sanaa’s acceptance to the invitation, although the latter, which did not participate in Riyadh consultations, has not yet commented.

Regardless of the credibility extent  of Gulf leakage, especially with regard to “Anssarallah” accepting the Saudi invitation, which they have always considered them a major enemy to Yemen and a party on the war and adhere to a Yemeni-Saudi dialogue, Saudi Arabia is now trying, through the latest leak, to mix up any international accounts that may be raised during the Security Council session, especially with the intensification of differences between Washington and Riyadh over increasing energy production, and European pressures on the Gulf to compensate for Russian oil in the markets in light of its high prices, by reassuring the council of its success in pushing Yemeni parties to the negotiating table under Gulf auspices, and the attempt to push the council to adopt support for Gulf sponsorship in order to put pressure on “Houthis,” who are expected to boycott the negotiations in Riyadh.

It is true that Saudi Arabia has been arranging for weeks to “Riyadh 2” negotiations, through which it is trying to repeat the scenario of “Riyadh Agreement” in southern Yemen, and put pressure on the parties loyal to it, most recently Hadi, who was visited by the Secretary-General of the Cooperation Council, Naif Al-Hajraf, last night, he demanded on him to accept visions of a solution that might include his removal, but the Saudi move will remain in the event that Sana’a does not participate in it, just another maneuvering card that is similar to the Saudi initiative for a solution in Yemen.
