The Commissioner-General of the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA), Philippe Lazzarini

, said that civilians in northern Gaza were given no choice but to leave the area or starve to death.
Lazzarini said in a post on the X platform on Monday that more than 400 Palestinians were stranded in the area.

He noted that the health system in northern Gaza is “almost collapsed” and stressed that they have not been able to communicate with UN field teams due to communications cuts.

He pointed out that the Israeli occupation has not allowed the United Nations to provide any aid in the area, including food, since September 30.
“Jabalia camp is the hardest hit, with nearly 50,000 people forced to flee.”

“The Israeli authorities continue to use attacks such as sabotaging civilian infrastructure and deliberately obstructing vital aid as a tactic to force people to flee,” he said.

International humanitarian law is very clear, Lazzarini said, stressing that people cannot be forcibly displaced and that civilians must always be protected and guaranteed access to their basic needs.

“A lot of red lines have been crossed in Gaza. Acts that could constitute war crimes can still be prevented,” he said, calling for an immediate ceasefire.
